THE National Assembly yesterday passed the Access to Information Bill and it is now awaiting Presidential assent. Debating the bill when it was at second reading, Justice Minister Mulambo Haimbe said the enactment of the ATI law would remove the allegations that the democratic space was shrinking. “There have been many allegations of late regarding the alleged or purported shrinking democratic space in the country. Therefore, it follows that those allegations cannot be given any heed in circumstances such as what we are doing today as a House in terms of enactment of one of the most progressive pieces of legislation that one can enact in any democracy.
