CHIEF Government Spokesperson Cornelius Mweetwa says winning by-elections can’t deceive the UPND that all is well because they have seen ruling parties win by-elections but lose general elections. And Mweetwa says President Hakainde Hichilema is fixing it while the opposition is watching in disbelief, in reference to the recent teacher recruitment exercise.
