SPEAKER of the National Assembly Nelly Mutti has ruled that members of parliament are not allowed to wear the Ngoni traditional headbands in the House because it is against Standing Orders. And Local Government and Rural Development Minister Gary Nkombo says Secretary to Cabinet Patrick Kangwa’s circular on the national mourning in respect of late Namibia’s president Hage Geingob did not imply that the Nc’wala traditional ceremony is cancelled.
