INFRASTRUCTURE and Urban Development Minister Charles Milupi says the lack of climate change preparation cannot be blamed on the UPND government. On Thursday, Economist Lubinda Haabazoka said nature was canning Zambia for failing to plan for unforeseen circumstances such as the drought which had hit the country.
