VICE-PRESIDENT Mutale Nalumango has told UN International Fund for Agriculture Development (IFAD) Associate Vice President Corporate Services Department, Guoqi Wu, that the country is in a desperate situation because of drought. Vice-President Nalumango says the country has had calamity after calamity in terms of agriculture and food security.
