MINISTRY of Education Permanent Secretary Joel Kamoko raised eyebrows last evening when he featured for an interview on ZNBC TV news looking drunk and disoriented. In the video that went viral on social media yesterday evening, PS Kamoko was heard struggling to comprehend questions as he gave disjointed and unrelated responses.
