LOCAL Government and Rural Development Minister Gift Sialubalo says his ministry is considering partnering with financial institutions such as commercial banks and the Citizens Economic Empowerment Commission (CEEC) to improve the recovery rate of loans disbursed under the Constituency Development Fund (CDF). And Sialubalo says principal officers in local authorities have been placed on performance contracts, with some already demoted for underperformance, as part of efforts to address poor work culture.
