MINISTRY of Mines and Minerals Development Permanent Secretary Hapenga Kabeta says government has developed a manual for mining operations to ensure license holders operate within the law. On Saturday the Engineering Institute of Zambia (EIZ) warned government against allowing artisanal mining cooperatives without skills and training from conducting operations.
