THE Lusaka High Court has refused to grant governance activist Brebnar Changala an order restraining state agents from effecting further arrests or prosecutions against him based on the charge of seditious practices. High Court Judge Elita Mwikisa has stated that she has no jurisdiction to arrest criminal proceedings in the Subordinate Court.
