THE Lusaka High Court has joined Matero PF Member of Parliament Miles Sampa as an interested party in a case where PF faction Secretary General Morgan Ng’ona has petitioned the Constitutional Court, arguing that the National Assembly’s failure to declare Sampa’s seat vacant violates Article 72(1) of the Constitution. Ng’ona is seeking a court order compelling the National Assembly to declare the Matero Constituency seat vacant and immediately notify the Electoral Commission of Zambia (ECZ) of the vacancy.
