MINISTRY of Local Government and Rural Development permanent secretary Wisdom Bwalya says it has taken Kenya over 10 years to successfully implement its devolution process, therefore it is expected of Zambia to have teething problems in the utilisation of CDF. And Bwalya says over 100,000 clubs have submitted applications requesting to access empowerment funds under CDF.
