FORMER presidential press aide Amos Chanda says Drug Enforcement Commission (DEC) officers vehemently refused to grant him bond saying their boss, Mary Chirwa, gave them strict instructions not to do that. DEC arrested Chanda on Thursday for allegedly stealing and burning a court record of the RTSA speed camera corruption case.
