DR Jim Belemu says he only signed the TFM contract valued at US$98,700,000 as a witness, arguing that the process was transparent with officials present. Dr Belemu, who is the local representative for TFM, wonders what was discreet about signing a contract at the Ministry of Health, which he describes as an open, public place.
