FINANCE Minister Dr Situmbeko Musokotwane says there has been a tendency by contractors to exaggerate the cost of projects owing to the increased Constituency Development Fund. And Local Government and Rural Development Minister Gary Nkombo has lamented that there is still corruption in the councils where processes are being delayed in order for someone to get something.
