THE Road Transport and Safety Agency (RTSA) has urged all road users to observe road safety rules and regulations as schools open for the first term of 2024 on Monday. In a statement, Friday, RTSA Acting Head of Public Relations Mukela Mangolwa advised motorists, especially Public Service Vehicle (PSV) drivers, to exercise utmost caution and drive within the stipulated speed limits.
