SECOND Deputy Speaker of the National Assembly Moses Moyo says President Hakainde Hichilema will appoint a Foreign Affairs Minister when he feels like. This was in response to Lumezi Independent member of parliament Munir Zulu who, whilst debating the CDF Bill on Wednesday, wondered whether there were some incompetence in the UPND government which also led to delays in appointing a substantive foreign affairs minister. Zulu also wondered why UPND wanted to incorporate district commissioners in the CDF committee when they promised to abolish that office. “This bill does not make sense, the district commissioner that you intend to sit on this committee has free fuel which MPs do not have.
