LAW Association of Zambia president Lungisani Zulu says the current political environment is too tense to conduct constitutional reforms. Recently, Ministry of Justice Permanent Secretary for Legal Affairs Mwenya Bwalya said until there was a consensus from the people and their representatives, government could not initiate a constitutional review process.
