CHAPTER One Foundation Executive Director Josiah Kalala says Speaker of the National Assembly Nelly Mutti was within her constitutional mandate to declare the Lumezi parliamentary seat vacant immediately after Munir Zulu’s sentencing. Lukashya PF MP George Chisanga, who is also former LAZ president, recently questioned why the Lumezi seat was declared vacant immediately, when Zulu had 14 days to appeal his sentence. On Monday last week, Lusaka Chief Resident Magistrate Davies Chibwili sentenced Zulu to 12 months imprisonment with hard labour for defaming Finance Minister Situmbeko Musokotwane, Infrastructure Minister Charles Milupi, and RDA Board Chairperson Mulchand Kuntawala.
