LAST week, The Economic and Financial Crimes Court convicted and sentenced former Development Bank of Zambia (DBZ) managing director Dr Samuel Bwalya to 15 months imprisonment with hard labour for abuse of office. According to Magistrate Faides Hamaundu, there was sufficient proof that Dr Bwalya spent public resources from the bank on his children’s education when he was not entitled to such allowances. In this matter, Dr Bwalya stood accused on the facts that between May 1, 2020 and July 30, 2021, while working as managing director for the Development Bank of Zambia, he abused the authority of his office by arbitrarily directing 12 different payments of school fees for his children in the United Kingdom, South Africa and Zambia,...
