THE State has filed a cross-petition in the Bill 7 challenge filed by Brian Mundubile and Lusaka lawyer Celestine Mukandila, demanding an order vacating the orders made in the Munir Zulu matter. In June this year, the Constitutional Court held in the Munir Zulu case that the State’s decision to initiate a Constitution amendment process before undertaking wide consultations with the people went against the spirit of the Constitution. The ConCourt therefore ordered that an independent body of experts conduct wide consultations with the people. The court was ruling in a matter where Zulu and Mukandila petitioned the State in the Constitutional Court over the constitutional amendment process.
