THE Zambia Institute of Chartered Accountants (ZICA) has urged government to transition to International Public Sector Accounting Standards (IPSAS) to strengthen the management of public finances. ZICA Vice President Joseph Matimba noted that several African countries, including Ghana, Kenya, South Africa, Nigeria, Tanzania and Rwanda, had made several strides in the management of public finances and service delivery.
