THE High Court has ordered that the Police did not comply with the law by detaining former Kasama member of parliament Kelvin Sampa for over 48 hours without a charge. This is in a matter in which Sampa had asked the Lusaka High Court to grant him leave for the issuance of a writ of habeas corpus Ad Subiciendum so that police could be compelled to present him before court. He had cited the Inspector General of Police and the Attorney General as respondents in the matter.
