THE public Accounts Committee has heard that the Attorney General raised concern about how AFCON Infrastructure Limited was single-sourced for the design and construction of the Lusaka City decongestion project at $289,105,667, in 2016. Meanwhile, the Ministry Local Government and Rural Development has told the committee that the cost of constructing four flyover bridges in Lusaka was increased to $40,243,508.84 because of design changes. The latest Auditor General’s report indicated that on May 29, 2016, the Ministry of Local Government engaged AFCON Infrastructure Limited for the design and construction of the Lusaka City decongestion project at a contract sum of $289,105,667, Duty and VAT exclusive, with a contract completion period of 36 months.
