YOUTH, Sports and Arts Minister Elvis Nkandu says government has only managed to recover about three to four percent of the K270 million the PF gave out as youth empowerment. Nkandu, however, says government will use other avenues to recover the money if those who got empowerment loans do not pay back by the end of this year.
