GOVERNANCE activist Rueben Lifuka says President Hakainde Hichilema should not end at reshuffling Permanent Secretaries because changes are also needed at Ministry level. Meanwhile, Lifuka says President Hichilema should also pay attention to the fact that there are a number of key government positions without substantive office holders, including a substantive Director General at the Financial Intelligence Centre (FIC).
