JUSTICE Minister Mulambo Haimbe says the country has no capacity to use the mechanisms which are used in other countries to track those who are facing non-bailable offences if they were granted bail. And Haimbe says the opposition is failing to offer credible checks and balances because of UPND’s good performance in the last two years. Meanwhile, Haimbe says the government still needs to make at least two consultations before introducing the Access to Information Bill to the House.
