JUSTICE Minister Mulambo Haimbe says the country has no capacity to use the mechanisms which are used in other countries to track those who are facing non-bailable offences if they were granted bail. And Haimbe says the opposition is failing to offer credible checks and balances because of UPND’s good performance in the last two years.
