A MEDIA advocacy organisation, Open Spaces Zambia, says the Access to Information (ATI) Bill which was presented to the National Assembly has some clauses which hinder citizens’ free access to information. Making submissions to the Parliamentary Select Committee on Information and ICT, Monday, Open Spaces Zambia Media Lawyer Joe Nkadaani said the Bill before the National Assembly had clauses such as making citizens pay exorbitant fees to access information which would deter vulnerable groups in society from getting important information. “Mr Chairperson, section 12 of the Access to Information bill 2023 makes provisions for payment of fees before an information holder can process a request for information.
