ENGINEERING Institution of Zambia (EIZ) president Abel Ng’andu says EIZ has signed a memorandum of understanding with the Ministry of Local Government to ensure that those engaged to construct CDF projects are qualified contractors. In an interview, Ng’andu said most people in local communities were not qualified contractors, hence the challenges faced in the implementation of CDF projects. “The Constituency Development Funds (CDF), as you know we were very excited when the government announced that programme because that will empower the local communities.
