LOCAL Government and Rural Development Minister Gary Nkombo says government will continue issuing directives on how part of the Constituency Development Fund (CDF) should be used because the UPND has policies it has to fulfil. And Nkombo says UPND does not even need to campaign in order to prove that CDF works because its effects are clear for anyone to see.
