GOVERNANCE activist Rueben Lifuka says the President’s pronouncement of deploying the army to deal with political hooliganism and tribalism should be carefully considered, as it is a short-term solution. Lifuka is suggesting that measures should be implemented to professionalise the Zambia Police, including changes in leadership if the high command is incapable of turning the police service into a credible entity.
