STEPHEN Kampyongo says President Hakainde Hichilema’s statement that he will use the military to restore law and order if police fail to discharge their duties is an indictment on Home Affairs and Internal Security Minister Jack Mwiimbu and Inspector General of Police Graphel Musamba.
