LOCAL Government and Rural Development Minister, Garry Nkombo, says the UPND’s performance and academic council audit revealed that some individuals were serving as engineers and auditors without required qualifications. Meanwhile, Nkombo says the Electronic Government Procurement System (EGPS) is causing a lot of headache.
