MINISTRY of Mines and Minerals Development Permanent Secretary Dr Hapenga Kabeta says unauthorised processing plants are the major drivers of illegal mining. And Dr Kabeta says there is a likelihood that the number of illegal miners being buried alive is more than what is reported at illegal mining sites.
