MINISTER of Sports, Youth and Arts Elvis Nkandu says correctional facilities need to be rehabilitated because even prisoners are human beings who deserve to live in good conditions. And Nkandu says those in positions of power should not abuse that privilege by offending others, as well as the law. Recently, Chavuma UPND member of parliament Victor Lumayi urged the Zambia Correctional Service (ZCS) to ensure that prisons were maintained in good conditions as everyone could be a prisoner in future, including those in government now.
