THE Higher Education Loans and Scholarship Board says it intends to partner with PACRA and other regulatory institutions in order to trace loan beneficiaries in a bid to recover funds. HELSB Legal Counsel Zelu Mulenga says out of 92,000 student loans which have been given out since 2004, only 18,455 matured loans are being repaid, leaving a huge compliance gap.
