THE Civil Servants and Allied Workers Union (CSAWU) says there is need to formulate a direct payment system to facilitate the disbursement of employees’ arrears and gratuities. And Union president Davy Chiyobe says the top leadership tends to take advantage and sideline actual beneficiaries once funds are released from the central government.
