KWACHA UPND member of parliament Charles Mulenga says his predecessor Joseph Malanji is only good at giving handouts and he only concentrated on areas where there are vulnerable people while neglecting others. And Mulenga says he would have loved to contest alongside Malanji so that Zambians see that he is more popular than his predecessor.
