MINISTER of Commerce, Trade and Industry Chipoka Mulenga on Wednesday rose on a point of order regarding PF members of parliament whom he said had a tendency of absconding from proceedings after registering their presence for the sake of allowances. But Mpika PF member of parliament Francis Kapyanga says he and his colleagues have a right to walk out of the House whenever they are aggrieved about something. On Wednesday, as members of parliament were debating the budget, only three PF MPs were in the House while others were logged in as present although missing in action.
