INDEPENDENT Broadcasting Authority (IBA) Director General (DG) Guntila Muleya says the authority plans to implement regulatory frameworks that strike a balance between freedom and responsibility. Muleya says he is aware that some challenges and opportunities lie ahead but says he is committed to fostering collaborative relationships with all stakeholders to work towards creating an enabling broadcast environment that serves the interests of all Zambians.
