GOVERNANCE Activist Rueben Lifuka has cautioned government against prioritising constitutional reforms at the expense of addressing pressing needs of Zambians in the 2025 national budget. Finance and National Planning Minister Situmbeko Musokotwane is expected to present the 2025 national budget tomorrow, the fourth under the UPND government.
