UNITED Nations special Rapporteur Irene Khan says she is in the country on a short visit to hear from stakeholders and government on issues relating to human rights. And Foreign Affairs Minister Mulambo Haimbe says the UPND government has made deliberate efforts to govern the country by the rule of law.
