FORMER LAZ president Linda Kasonde argues that the Speaker’s ruling on Bill 7 was misplaced, as only the Constitutional Court can hear and determine matters relating to the Constitution. Last week, Speaker of the National Assembly Nelly Mutti ruled that the House would resume consideration of Bill 7 if Justice Minister Princess Kasune decides to proceed with it, despite the Constitutional Court’s judgement in the Munir Zulu case. She said this was because the courts lack jurisdiction and cannot interfere with the internal proceedings of the National Assembly.
