A LIVINGSTONE Magistrate was on Tuesday shocked to learn that a man had been in police cells since Independence Day for a traffic offence. During a court sitting in which 10 traffic offenders were brought, Magistrate Deodatus Chisala was surprised when Edson Samboko, who had been in detention since October 24, raised his hand to apply for bail. “A person is in custody for a traffic offence? This sounds personal to me. I am absolutely shocked, all the traffic offences I have handled, people are served, not arrested, unless there is a death, they will be locked up and quickly released,” he said.
