FORMER Konkola Copper Mines (KCM) provisional liquidator Milingo Lungu has submitted that if the stay of criminal proceedings against him is not confirmed, DEC might arrest him in relation to issues that are subject of the non-prosecution agreement entered into with the DPP. Lungu has submitted that since the stay of the criminal proceedings, DEC, through its Anti-Money Laundering Unit, has sought to initiate criminal proceedings against him in relation to matters subject of the non-prosecution agreement.
