A MINISTRY of Health official has told the Economic and Financial Crimes Court that former Health Permanent Secretary Dr Kennedy Malama and eight others did not stick to procurement guidelines during the purchase of 50 ambulances. Gilbert Mbewe, a manager for contracts and procurement audit at the ministry, was testifying in the matter in which Dr Malama is jointly charged with former Ministry of Health Permanent Secretary for Administration Kakulubelwa Mulalelo and seven others. The nine are jointly charged with willful failure to comply with applicable law and procedure contrary to Section 34 (2) (b) of the Anti-Corruption Act number 3 of 2012.
