NDC secretary general Mwenya Musenge says an NDC government will disband the National Road Fund Agency (NRFA) as well as the Road Development Agency (RDA) and revert their functions to the Ministry of Works and Supply.
And Musenge says the party will introduce commuter trains within cities that will be run by local government authorities and intercity trains connecting all provincial capitals.
In their weekly newsletter to News Diggers! Musenge said the party would disband NRFA and RDA.
“…As such, we will undertake the following reforms: We will disband the NRFA and RDA and their works will revert back to the Ministry of Works and Supply under the Public Works Department and local government authorities,” Musenge stated.
And Musenge stated that the NDC would also improve the road network by creating specific lanes for bigger buses in towns.
“We will give tax rebates on import duties for all local government authorities for the first one year when importing mini buses with more than 28 seating capacity. We will improve road network by creating special lanes for bigger buses in towns and developing districts. Proceeds from toll gates will remain in their respective districts for maintenance and building of new roads. Toll gate fees will vary in reduction phase when public roads are being consumed,” Musenge stated.
“We will ensure that all provinces are linked via rail network. We will introduce commuter trains within cities that will be run by local government authorities and intercity trains, connecting all provincial capitals. We will ensure that heavy cargo is restricted on roads by limiting tonnage that moves on road to safeguard roads and improve business for rail transport. We will upgrade all existing rail infrastructure and restore them to high standards.”
Meanwhile, Musenge stated that the NDC would make viable partnerships with other airlines to promote the country’s own airline.
“In order to have thriving airline, we will make viable partnerships with other airlines to promote our own air line. We will link tourism sector and export sector to our national airline. We will ensure that all provincial capitals, airports are built that can land local planes. We will build airstrips in all districts and maintain existing ones to good standards. These airstrips will be run and maintained by local government authorities,” stated Musenge.
