MINISTRY of Local Government and Rural Development Permanent Secretary for Technical Services Nicholas Phiri says last year, 10 principal officers were demoted and their employment contracts terminated due to the ineffective utilisation of the CDF. And Phiri has insisted that government is not open to either halving or halting the increase of the Constituency Development Fund.
