INFRASTRUCTURE, Housing and Urban Development Minister Charles Milupi says government has plans to extend the Lusaka-Ndola Dual Carriageway to Livingstone. Meanwhile, the Engineering Institution of Zambia has lamented the nonpayment of the K500 million debt owed to contractors.
