OIL Marketing Companies Association of Zambia president Kafula Mubanga has admitted that there is indeed a scheme by some Oil Marketing Companies to create an artificial fuel shortage in the country. But Energy Regulation Board (ERB) Board Chairperson Reynolds Bowa has assured that the country has enough fuel reserves.
