THE Economic and Financial Crimes Court, High Court Division, has upheld the four grounds of appeal filed by the Anti-Corruption Commission in a matter in which it was challenging the Lusaka Magistrates’ Court decision to set aside the warrant of seizure effected on Bowman Lusambo’s Chamba Valley properties. The court has further held that the proceedings being criminal, magistrate Albert Mwaba was rendered functus officio relative to the warrant of seizure in issue and that he had no power to review the order as he purportedly did when he reversed the warrant.
